[macOS] Package Manager window does not show up when the project title contains Unicode characters
How to reproduce:
1. Create a new Unity project with Unicode characters in the title
2. Attempt to access the Package Manager window
Expected result: Package Manager can be accessed via Window > Package Manager
Actual result: Package Manager does not appear under the Window menu
Reproducible with: 2018.3.0a7, 2018.3.11f1, 2019.1.0a10
Not reproducible with: 2018.3.0a6, 2019.1.0a11, 2019.1.0b10, 2019.2.0a10
Could not test with: 2017.4.24f1(Package Manager not yet implemented)
