"Unknown managed type referenced" error is thrown when importing an Asset that uses SerializeReference
Reproduction steps:
1. Open the attached project (bug.zip)
2. Open the Package Manager and select the Localization package
3. Import the Smart Strings - Global Variables Sample
4. Observe the Console
Expected result: no errors are thrown
Actual result: an error is thrown (Unknown managed type referenced: [Assembly-CSharp] UnityEngine.Localization.Samples.WeaponDamageGroup)
Reproducible with: 2019.4.32f1, 2020.3.21f1, 2021.1.27f1, 2021.2.0a17
Not reproducible with: 2021.2.0a18, 2021.2.1f1, 2022.1.0a13
