[macOS] Arrow keys don't work when navigating the Hierarchy, Project or Inspector windows
How to reproduce:
1. Open the attached "NavigationBug" project
2. Click "Favorites" in the Project tab
3. Press the down arrow button on the keyboard
Expected result: "Scenes" search filter is selected
Actual result: Nothing happens
Reproducible with: 2022.2.0a12, 2022.2.0a14
Not reproducible with: 2019.4.39f1, 2020.3.35f1, 2021.3.3f1, 2022.1.1f1, 2022.2.0a11
Reproduced on: macOS 10.15
Didn't reproduce on: Windows 10
Note: Also reproduces when trying to move through letters on a typed-in word
