Not reproducible with: 2017.4.37f1, 2018.4.17f1, 2019.3.1f1, 2020.1.0a21
Note: Not reproducible on Windows

I don't know why this was resolved as fixed in 2020. The resolution note:
macOS: Fixed laggy scene view when rotating camera or entering input on macOS. Fixed in Unity 2020.1.0a24
Has nothing to do with the issue reported (input lag in BUILT application but not in editor)

Unity 2021.1.20. It's still here.

Note: I reported this issue, and I could 100% reproduce on OSX, but not on any other platform.
