[MacOS] Having one Unity window fullscreen the second will open as fullscreen and render on top when switched back
Reproduction steps:
1. Create a new project
2. Maximize Unity window
3. Press CMD+Shift+B
4. Build Settings window opens in a new Desktop and it is fullscreen
5. Switch back to Unity fullscreen app
Expected result: Unity is open with a Build Settings window
Actual result: Unity is open but after a few seconds fullscreen Build Settings window is rendered on top
Reproduced with: 2022.1.0a16, 2022.1.0b4, 2022.2.0a2
Not reproduced with: 2019.4.35f1, 2020.3.26f1, 2021.2.8f1, 2022.1.0a15
