[Mac] [Packman] Cancel option is not enabled on removing a package
Cancel button while removing the package is inconsistent between mac and windows. For mac, the button is disabled, on windows it's enabled.
Steps To Reproduce:
1. Create a project.
2. Window -> Package Manager
3. Select any installed package (TMP for example)and Remove it.
Expected Result: Cancel option should be enabled while removing the package to abort the operation.
Observed result: The Cancel button remains disabled throughout the process.
Reproducible On: 2018.3.0b1, 2018.2.0f2, 2018.1.0f2
Environment: occurs only on mac.
