[LWRP] [Shader Graph] Shader graph specular highlight appears differently when built on Android devices
Steps to reproduce:
1. Download and open the attached project "1175648.zip"
2. Build it on Android
Expected: The three circles are shaded the same as in the Editor
Actual: The three circles are shaded differently than in the Editor
Reproduced in: 2019.4.12f1 (7.3.1), 2020.1.8f1 (8.2.0), 2020.2.0b6 (10.0.0-preview.27)
On some devices, the build crashes instantly, added the log (log.txt) when tested with VLNQA00153, Google Pixel XL (Pixel XL), Android 10, CPU: Snapdragon 821 MSM8996 Pro, GPU: Adreno (TM) 530
No repro on Windows Standalone
