[LWRP] Render Scale also scales UI resolution
Steps to reproduce:
1. Open attached project
2. Select the LightweightAsset and slide down the Render Scale value
3. Observe that UI is scaled as well
Expected result: LWRP Render scale should not affect the UI resolution
Reproduced in: 2019.1.0a10, 2018.3.0f1, 2018.2.19f1
Tested packages: 5.2.1, 4.3.0, 3.0.0

Resolution Note:
This is by design as for the UI to retain it's resolution it must be set to `Screen Space - Overlay` Render Mode on the canvas
