[LWRP] Objects not batched correctly. Batched as if they were static objects
1. Download attached project
2. Open Assets/Scenes/Test
3. Move SceneView camera around scene
4. Move one of the quads around the scene
These objects should not be getting batched as if they were static objects
Also occurs in LWRP 4.6.0
