[LWRP] EditorSceneManager.SaveOpenScenes causes QualitySettings to be dirtied
To reproduce:
1) Open the attached project
2) Click Test -> Save Open Scenes
3) Wait 10 seconds until console messages appear
Expected: The timestamps stay the same (i.e. the QualitySettings asset is untouched)
Actual: The second timestamp is different, showing that the file was dirtied when the save was done
Reproduced in LWRP 5.1.0 (2019.2.0b1), 6.9.1 (2019.2.10f1), 7.1.2 (2020.1.0a12)
Not reproduced without LWRP or using HDRP
