[URP] The anti-alias quality settings value is changing without user interaction

To reproduce (there is a video attached if needed - LWRP_issue_with_Quality_Settings.avi):
1) Open the attached project and SampleScene1
2) Open ProjectSettings/QualitySettings.asset in a text editor
3) Play the scene and then stop it
4) Select File -> Save Project
5) Take note of the QualitySettings and AA value (easiest to do via DiffTool)
6) Open SampleScene2
7) Play it and stop it
8) Select File -> Save Project

Expected: QualitySettings file stays the same
Actual: It's modified - AA value changes

Reproduced in LWRP 6.9.0 (2019.2.0b10), 7.1.2 (2020.1.0a12)
Not reproduced in 6.7.1 (2019.2.0b10)

    Still experiencing this issue with URP 7.5.1 with Unity project version 2019.4.11f1. We have a multi-platform project and this seems to happen with the anti-aliasing set to random values.

    Still experiencing this in Unity 2019.4.8f1 / URP 7.4.3
    The QualitySettings.asset file shows up as changed in Git almost every time the project is opened.
