Location Service does not respect desired accuracy on WP8
Steps to reproduce:
1. Create a project which displays LocationInfo of Location Service.
2. Build it as a Visual Studio solution
3. Enable ID_CAP_LOCATION capability
4. Deploy to Windows Phone 8 device
5. Start Location Service - coordinate source will not be selected properly. Even with clear GPS access, wifi source of other less-accurate source of coordinates will be used.
