[Localization] Locales don't fall back after the first fallback
How to reproduce:
1. Open the user's attached project "Bug localization locale fallbacks.zip"
2. Open the "SampleScene" Scene
3. Press Play
4. Select "Finnish (fi)" from the Localization dropdown menu in the Game view's top-right corner
Expected result: In Game view the text displays "Something" because it fell back to English Locale
Actual result: In Game view the text displays "No translation found for 'Test entry' in Test"
Reproducible with: 1.0.0, 1.0.1, 1.0.2, 1.0.3, 1.0.4, 1.0.5 (2019.4.34f1, 2020.3.25f1, 2021.2.8f1, 2022.1.0b3)
