Local setting for Tool Handle Rotation is not disabled when Scale Tool is selected
Reproduction steps:
1. Download and open the attached project "1324841.zip"
2. Open the Scene view (Window -> General -> Scene)
3. Select the Scale Tool in the top-left of the Editor
4. Inspect the Tool Handle Rotation setting
Expected result: Tool Handle Rotation setting is set to Global and disabled
Actual result: Tool Handle Rotation setting is set to Global and can be changed to Local
Reproducible with: 2021.1.0a1, 2021.1.2f1, 2021.2.0a12
Not reproducible with: 2018.4.33f1, 2019.4.23f1, 2020.2.0a21, 2020.3.3f1
Note:
Switching the rotation to Local has no effect on the Tool Handles.
