Listed Force Field affects particles even though it is disabled
How to reproduce:
1. Open attached project ("case_1110810-ParticlesTest.zip")
2. Open the repro scene ("SampleScene")
3. Inspect the "Particle System (List)"  in the Scene View
Expected result: particles are not affected by an inactive forcefield
Actual results: particles are affected by an inactive forcefield
Reproducible with:2018.3.0a4, 2018.3.4f1, 2019.1.0a14, 2019.2.0a1
Not reproducible with: 2019.1.0a15, 2019.1.0b2, 2019.2.0a2, 2019.2.0a3
Notes:
1. Couldn't test with earlier versions because the Force Fields were introduced in 2018.3.0a4
