[Linux] Using Mouse Wheel scrolls the top bar of Editor as well
To reproduce:
1) Create a new project
2) Scroll the mouse wheel up and down
Expected: You only scroll the window you're in focus in, if it is scrollable
Actual: Top window bar (the bar which holds scene view controls and Play/Pause/Step buttons) scrolls together, hiding them completely when scrolled up
Reproduced in 2019.2.0a4 - a6
Not reproduced in 2019.2.0a3
Note: Not reproduced in Windows 10
