[Linux] The Scene Tools Overlays do not display their names when hovering over them
How to reproduce:
1. Create a new Unity project
2. In the Scene view hover over with the mouse on "View Tool", "Move Tool", "Rotate Tool", "Scale Tool", "React Tool" or "Transform Tool"
3. Observe the Scene Tools Overlays
Expected results: A pop-up with a tool name is shown when the mouse is hovered
Actual results: No pop-up with a tool name is displayed when the mouse is hovered
Reproducible with: 2022.2.0b6, 2022.2.0b15, 2023.1.0a18
Not reproducible with: 2020.3.41f1, 2021.3.13f1, 2022.1.22f1, 2022.2.0b5
Reproduced on: Ubuntu 20.04
Not reproducible on: macOS Monterey 12.3.1 (Apple M1 Max)
