[Linux] Scrolling with the scroll wheel is slower on builds when using the new Input System package

How to reproduce:

# Open the user-attached project (UnityScrollExample.zip)
# Open the SampleScene
# Enter Play Mode
# Scroll using the scroll wheel in the panel and note the scroll speed
# Exit Play Mode
# Make a standalone build for Linux and run it
# Repeat step 4 in the build

Expected result: the build’s scroll speed matches the scroll speed in the Editor
Actual result: Linux scroll speed is significantly slower (almost immovable)

Reproducible with: Input System 1.4.1 (2020.3.38f1, 2021.3.8f1, 2022.1.13f1, 2022.2.0b6, 2023.1.0a8)

Reproducible on: Ubuntu 20.04

Not reproducible on: Windows 10
