[Linux] [Bug Reporter] Logs are not located and sent in a bug report if XDG_CONFIG_HOME is redefined
To reproduce:
1) Have XDG_CONFIG_HOME redefined
2) Create a new project
3) Report a bug
Expected: Logs are sent with the report
Actual: They are missing
Reproduced in 2019.2.0a5 (dae745cea1fd), 2019.2.0a11
Not reproduced in 2019.2.0a4 (2403bdbdd88b), 2019.1.0b9
