[Linux] 2018.1.0b13 Cannot connect to Unity Package Manager local server while on a closed network
Machine having local network access but no global internet access cannot connect to Packman Server.
Alternative OS reproduction:
(alt repro 1) If on WindowsOS, the user can introduce 100% packet loss which will generate this issue as well.
(alt repro 2) If on WindowsOS, using a closed network (user is connected to a wifi router that is disconnected from the network)

It may be the Internet connection issue. So, I will suggest you open the Windows Internet Connections troubleshooter by clicking the Start button and then go to the Control panel. After that, find and click Troubleshooting. Under the Network and Internet, click Internet Connections and Windows will offer to troubleshoot the connection. Then reset the router following https://linksysroutersupportnumber.com/how-to-reset-recover-change-linksys-router-password-or-login/ and the problem will be resolved.

I had this error, and changed from .NET 3.5 to .NET 4.x in Unity, and the error seemed to go away.
