[URP] Reflection Probes bake in black when Editor platform is set to Android
Reproduction steps:
1. Open the "Probe" Scene in the attached "1235855.zip" project
2. Set the current platform to Android (File -> Build Settings)
3. Select the "Reflection Probe" GameObject in the Hierarchy Window
4. Bake the Reflection Probe from the Inspector window
Expected result: The Reflection Probe captures a spherical view of its surroundings in all directions
Actual result: The Reflection Probe is black
Reproduces on: 9.0.0-preview.14 (2020.1.0a26, 2020.1.0b6, 2020.2.0a8)
Not reproducible on: 8.0.1 (2020.1.0b6, 2020.2.0a8)
Could not test on: 2017.4.40f1, 2018.4.22f1 - (Universal RP was not introduced), 2019.3.11f1 - (9.0.0-preview.14 package version was not introduced)
