Lens Flares ignore Camera Culling Masks
Reproduction steps:
1. Open the attached project "URPFlareBug"
2. Observe the Game view
Expected result: blue flare is visible on both sides, red only on the right, green only on the left
Actual result: all flares are visible on both sides
Reproducible with: 2021.3.29f1, 2022.3.5f1, 2023.1.5f1, 2023.2.0b2
Reproducible on: macOS 13.4.1 (Intel), Windows 11 (user’s)
