Label is displayed too far down when created with Handles.Label
Reproduction steps:
1. Open the user's attached project
2. Open "Assets/test" scene

4. Observe Handles label
Expected result: Label is shown close to the Gizmos
Actual result: There is a big gap between Gizmos and Label
Reproducible with: 2021.2.0a17, 2021.2.3f1, 2022.1.0b1

I have same issue in 2021.2.4f1 and 2021.2.7f1 (with HDRP).
In my case, the height of position gap is seems to be affected by the distance of between given position and the views position, and the screen height. -
