Keyboard.digit1Key.wasPressedThisFrame doesn't get registered when Ctrl key is held and after it's released
Reproduction steps:
1. Open attached project "1338700.zip"
2. Open "SampleScene" Scene
3. Enter Play Mode and click in Game View to get a focus on it
4. Hold the "Ctrl" key and notice console messages "UPDATE ctrl is pressed"
5. Click the "1" key a few times (not the one in the Numpad)
6. Release the "Ctrl" key and repeat 4th step
Expected result: "UPDATE digit1 is pressed this frame" message gets printed, meaning that keyboard.digit1Key.wasPressedThisFrame doesn't get registered
Actual result: keyboard.digit1Key.wasPressedThisFrame doesn't get registered when pressing "Ctrl" and after releasing it
Reproducible with: 1.1.0-preview.3 (2019.4.28f1, 2020.3.12f1), 1.1.0-pre.5 (2019.4.28f1, 2020.3.12f1, 2021.1.11f1, 2021.2.0a20)
Couldn't test with: 2018.4 (Input System is not available)
Notes:
- Refocusing the Game View and clicking "1" key triggers keyboard.digit1Key.wasPressedThisFrame successfully
- Not reproducible with other keys like "2" or "T"
