justify-content doesn't align content properly when min-width is used with borders in UI Toolkit
Steps to reproduce:
1. Open the user’s project
2. Open the Document.uxml (Assets folder)
3. Notice the square in the UI Builder window
Expected result: The red square is in the center of the green one
Actual result: The red square is moved to the right
Reproducible with: 2020.3.41f1, 2021.3.14f1, 2022.1.23f1, 2022.2.0b16, 2023.1.0a18
Reproduced on: macOS Monterey 12.5.1 (Intel)
Notes:
- To open the Style Sheet expand the Document in the Assets folder
- The same code looks fine in Chrome with HTML/CSS
