Joint's connected anchor changes have no effect when modified via Script while in Play Mode
Reproduction steps:
1. Open the attached "repro_IN-90547" project
2. Open the "Assets/TestScene.unity" Scene
3. Enter the Play Mode
4. In the Hierarchy, select the "Cube" GameObject
5. In the Inspector, in the "Connected Anchor Test (Script)" Component, change the value of the "Connected Anchor Value" parameter
6. Observe the Game view
Expected result: The "Cube" GameObject moves
Actual result: The "Cube" GameObject doesn't move
Reproducible with: 2021.3.47f1, 2022.3.54f1, 2023.2.0a19
Not reproducible with: 6000.0.31f1, 6000.1.0a8
Fixed in: 2023.2.0a20
Reproducible on: Windows 10 (22H2), Windows 11 (23H2) (user's environment)
Not reproducible on: No other environments tested
Note: The "Cube" GameObject moves if the "Connected Anchor Test (Script)" Component is disabled and the "Connected Anchor" values are changed in the "Configurable Joint" Component
