Inspector displays previously selected Animator layer when switching between layers with keyboard
Steps to reproduce:
1. Create a new project
2. In the Project window, create a new Animator Controller Asset and select it
3. Open the Animator window (Window > Animation > Animator)
4. Press the plus sign to create a new Layer (Base Layer should already be present)
5. Select Base Layer with your mouse
6. Use up and down arrow keys to move the selection
Expected result: Inspector window displays the currently selected (highlighted) layer and all (if any) of its behaviours
Actual result: Inspector window displays the previously selected (highlighted) layer and all (if any) of its behaviours
