[InputSystem][Windows] Mouse events are rejected
Repro:
1. Open input debugger.
2. Under "Options", click "Enable Event Diagnostics"
3. Move mouse around
4. Observe "'STAT' input event xxx for device 'yyy' is outdated errors in console
This indicates that the input system is skipping events for the mouse. Given that mouse input is still functional, at least some of them have to be making it through. But something odd is going on.
