[InputSystem] SimulateTouch fails to end touch simulation phase when releasing the mouse button
Steps to reproduce:
1. Open user's attached project "InputSystemBugs.zip"
2. Open "CallbackTestWithInteraction" scene
3. Enter Play mode
4. Press on the "Button" button and notice it that touch event never ended
Expected results: Touch simulation phase ends after releasing the mouse button
Actual results: Touch simulation phase does not end when releasing the mouse button
Reproducible with: 2019.4.2.f1(1.0.0), 2020.1.0b14(1.0.0), 2020.2.0a15(1.0.0)
Unable to test with: 2018.4 due to project braking
Note: Pressing anywhere on the screen causes an error to be thrown
