[InputSystem] A key will not be registered after rebinding if it was pressed when the rebinding operation started
How to reproduce:
1. Open the attached project
2. Open SampleScene
3. Click Play
4. Click Space
5. Click Space Again
Expected result: The action is rebound to the Space key
Actual result: The action is not rebound to the Space key
Reproducible with: 1.0.0-preview.7 - 1.1.0-preview.3 (2019.4.21f1, 2020.3.0f1, 2021.1.0b9, 2021.2.0a8)
Not reproducible with: 1.0.0-preview - 1.0.0-preview.6 (2019.4.21f1, 2020.3.0f1, 2021.1.0b9, 2021.2.0a8)
