[Input System] touch phases are inconsistent
-e: the different touch phases Stationary and Moved are entered inconsistently
--this is a followup case from 1286865
-repro:
--open project attached to the first edit
--make a build or start Test1 scene in editor if you have a touchscreen
--touch the scene and don't move the finger
--NOTICE:
---in 1.0 it will log Stationary
---in 1.1.0 it will log Moved (even though you havent)
--touch again, move around and then stop moving
--NOTICE:
---in 1.0 the phase will not go back to Stationary but will keep logging Moved even though you stopped
