[Input System] Input system stops working when a new Scene is loaded
How to reproduce:
1. Open the user's attached "Match3Test.zip" project
2. Open the "Menu" Scene
3. Enter the Play Mode
4. In the Game view press "Play"
5. After the new Scene is loaded press on the blocks in the generated grid
Expected results: The items are clickable
Actual results: The items are not clickable
Reproducible with: 1.1.0-preview.1 (2019.4.34f1, 2020.3.26f1), 1.3.0 (2019.4.34f1, 2020.3.26f1, 2021.2.8f1, 2022.1.0b3, 2022.2.0a1)
Could not test with: 1.0.2 and earlier due to CS0246 and CS0540 errors
