[Bug] Included cginc files are missing from dependencies when exporting Shader as a Package
How to reproduce:
1. Open the attached "ShaderDependencyIssue-2020.1" project
2. Right-click "MyMaterial" from the Assets folder
3. Click Export Package
Expected result: "MyLib.cginc" is included in the dependencies list
Actual result: "MyLib.cginc" isn't in the dependency list
Reproducible with: 2018.4.23f1, 2019.3.15f1, 2020.1.0b10, 2020.2.0a13
Notes:
-"MyLib.cginc" Asset is also missing when trying to export just the "MyShader" Shader
