[Hub] Hub installer fails when Hub is in the Windows Programs and Features list but the Uninstall Unity Hub.exe file is missing

How to reproduce:
1. Install Unity Hub
2. Go to the directory where Hub was installed in step 1
3. Delete the "Uninstall Unity Hub.exe" file
4. Run the Hub installer again

Expected results: a warning message is displayed on why the installation failed
Actual results: "Installation aborted" message is displayed without any context why

Reproducible with: 2.3.0, 2.3.1, 2.4.1
Not reproducible with: 2.0.4, 2.1.2

Notes:
-On older versions, the installation completed successfully without any problems or warnings
-The workaround for this issue is to go to Control Panel -> Programs and Feature -> Unity Hub -> Uninstall. After this, it is possible to install Unity Hub successfully.

  1. Resolution Note:

    Issue related to unsupported flow. To properly remove Unity Hub on Windows, please use the uninstaller/ Windows' add/remove program

    Nevermind, the workaround works. I went to the wrong area, instead of going to Control Panel, I kept going to uninstall apps

    So if its impossible to do the workaround since its looking for the executable, how would we uninstall it completely since its still in control Panel, and its impossible to install unity?
