[Hub] Hub does not install android 33 and android-34
Steps to reproduce:
1. Open Unity Hub
2. Install *2022.3.10f1* or any other major Unity Stream with Android Modules selected
3. Navigate to "C:\Program Files\Unity\Hub\Editor\2022.3.10f1\Editor\Data\PlaybackEngines\AndroidPlayer\SDK\platforms"
4. Observe only Android 31 and 32 being installed
Expected results: Android 33 SDK is installed
Actual results: Android 33 SDK is not installed
Note: Same issue was observed with *2021.3.37f1*.
Reproducible with: Hub 3.5.2
Reproducible on: Windows 11, Windows 10
Not reproducible on: No other environment tested
Notes:
-Android 33 is required to deploy Android APK's to Google Play as of August 31'st https://developer.android.com/google/play/requirements/target-sdk
-Workaround is to use Android studio to install Android 33 SDK

Resolution Note (fix version 3.9.0-beta.1):
This is fixed via a remote data source so a hub upgrade is not necessary. Users who have already installed affected editors will need to reinstall them in order to get the new modules.
