[Hub][Android][NDK][2019.1] Hub downloads NDK version 19 instead of r16b
Repro steps:
1. Install Unity through Hub with the built-in NDK included
2. Go to the location of the NDK
3. Open the source.properties file and check the version
Expected: NDK r16b is downloaded which is required by Unity 2019.1
Actual: NDK r19 is downloaded
Reproducible with: 2019.1.10f1
Not reproducible with: 2019.1.8f1

All Android NDK corresponding version will be match appropriately by Hub v2.1, or potentially v2.0.4

I found if I download another version e.g. 2019.1.6f1 through hub, same problems.
+ Can't browse to another NDK until existing one moved.
