"Hold on... Importing assets" window hangs when using Visual Studio if a project has Russian/Turkish letters in its path
Reproduction steps:
1. Open the attached "проект.zip" project
2. In the Project window, double click the "Script" Script to open it in Visual Studio
3. Close or minimize Visual Studio
Expected result: "Hold on... Importing assets" Editor window closes relatively fast
Actual result: "Hold on... Importing assets" Editor window does not close
Reproducible with: 2.0.7, 2.0.11 (2019.4.29f1, 2020.3.14f1, 2021.1.15f1, 2021.2.0b4, 2022.1.0a2)
Not reproducible with: 2018.4.36f1 (works but no package), 2.0.5 and below due to a VS warning "warning.png" (2019.4.29f1, 2020.3.14f1, 2021.1.15f1, 2021.2.0b4)
Note:
- Reproducible with "Open C# Project" as well
- Not reproducible on MacOS and with Visual Studio Code

I also found this on unity+vs on a fresh Win10 Japanese machine.
The username has no utf charaters however path set by microsoft onedrive contains localized names for the document folder that also causes the same trouble.
