[HLAPI] SyncVar should throw warning when changed from client
Steps to reproduce:
1. open attached project
2. build and connect two instances
3. click Space to add to number
Expected: when SyncVar value is changed on clients a warning should be printed out saying that it can only be changed from server
Actual: there is no warning
note: there might be an issue with using hook functions as you have to manually change variable
Reproduced: 5.1.5f1, 5.4.0p1
