[HLAPI] SyncList can be used without inheriting NetworkBehavior but then throws misguiding not initialized error
Steps to reproduce:
1. Open attached project
2. play scene "Main"
3. Start host
4. click the "Initialize list" button
Actual: "SyncList not initialized" printed out
Expected: it should throw compile time error if the script is not inheriting from NetworkBehavior and using SyncLists
Reproduced: 5.1.5f1, 5.4.0f2
