Hidden Tabs do not shift into empty space after closing visible Tabs
Reproduction steps:
1. Create a new project
2. Add a lot of Tabs to the existing window so that the Tab overflow button would appear
3. Click arrow button to reach the last Tab and close all of the visible Tabs
4. Observe the Tab bar
Actual result: Tab bar is empty and Tab overflow button is still visible
Expected result: Hidden Tabs move to the empty space
Reproducible with: 2021.3.57f1, 2022.3.67f1, 6000.0.59f1, 6000.2.7f1, 6000.3.0b4, 6000.4.0a1
