[HelpURL] and Application.OpenURL don't accept different kind of URLs
How to reproduce:
1. Open given Unity project
2. Open NewBehaviourScript and in line 8 paste [HelpURL({Manual.pdf destination in your computer})]
3. Enter "SampleScene" scene
4. Select "GameObject" game object
5. In the inspector select Reference for MonoBehaviour
6. Reference will open
7. In the inspector select menu item "HELP MANUAL"
8. Nothing will happen
9. In the inspector select menu item "HELP EMAIL"
10. Nothing will happen
11. Uncomment attribute lines with helpURL and 5 step
12. Other variants won't work
Expected result: HelpURL should accept a different kind of URLs
Actual result: HelpURL is accepting only full path to the document and doesn't support "mailto" while OpenURL does
Reproducible with: 2018.3.0a1, 2018.2.0b4, 2018.1.2f1, 2017.4.4f1, 2017.3.2f1, 2017.2.2p2, 2017.1.4f1

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
