[HDRP] Sorting priority is broken with Transparent surface type on Lit and Unlit shaders
Steps to reproduce:
1. Open attached project
2. Select one cube and change the Sorting Priority in the Inspector to a negative hundred
- Observe that no visible change occurs
Expected result: Sorting priority should cause a visible change if another object has a higher sorting value with Transparent surface type on Lit and Unlit shaders
Reproduced on: 2019.2.0a10
HDRP Package reproduced in: 5.10.0, 5.7.2,
No repro in HDRP: 5.2.3
