[HDRP] Path tracing samples are not captured with Recorder when Shutter Interval is set to 0
Reproduction steps:
1. Open the attached "accumulation" project
2. Open the "accumulation.unity" scene
3. Open Window > General > Recorder > Recorder Window
4. In the "Recorder" window, change the accumulation "Shutter Interval" to 1
5. In the "Recorder" window, press the "START RECORDING" button
6. In the "Recorder" window, change the accumulation "Shutter Interval" to 0
7. Repeat step 5
8. Observe captured images in <project_dir>/Recordings
Expected result: Path tracing samples are captured
Actual result: When the Shutter Interval is set to 0 no Path tracing samples are captured
Reproducible with: 7.7.1 (2019.4.37f1), 10.8.1 (2020.3.32f1), 12.1.6 (2021.2.17f1), 13.1.7 (2022.1.0b13), 14.0.0 (2022.2.0a7)
Could not test with: 14.0.1 (2022.2.0a8) - crash while opening on D3D12SwapChain::CreateHWND
