[HDRP] Local Volume's Weight doesn't blend correctly between skies
Versions tested: 2019.3.4f1 + 7.1.8, 7.3.0
Reproduces in 7.1.8 and 7.3.0
Steps to reproduce:
1) Open attached project or make a scene with global and local volumes, both having different sky overrides
2) Fly camera into local volume
3) Drag Weight slider
4) Observe that it just switches between different sky types
Expected behaviour: Should blend between two skies
