High Definition RP Config (7.1.8) is missing which has dependency with HDRP package (7.1.8) due to which HDRP is unusable along with below error:
"Cannot perform upm operation: Unable to add package [com.unity.render-pipelines.high-definition@7.1.8]:
Package com.unity.render-pipelines.high-definition@7.1.8 has invalid dependencies:
com.unity.render-pipelines.high-definition-config: Package [com.unity.render-pipelines.high-definition-config@7.1.8] cannot be found [NotFound]
UnityEditor.EditorApplication:Internal_CallUpdateFunctions()"

Steps to repro:
1. Create a new project with HDRP Template
2. Window > Package Manager > High Definition RP > upgrade to 7.1.8

Actual Result:
Unable to install HDRP package due to missing dependency of High Definition RP Config along with "Cannot perform upm operation" error is thrown

Expected Result:
High Definition RP package is installed gracefully

Reproducible on:
2020.1.0a20, 2019.3.0f6 with package version 7.1.8

Working fine in:
2020.1.0a20, 2019.3.0f6 with package version 7.1.7

Environment:
Windows 10 & macOS 10.14
