[HDRP] Freeze or Crash when starting a Player build with -force-d3d12 argument
How to reproduce:
1. Open the attached project named "ForceD3D12Crash.zip"
2. In the Project settings, check if the D3D11 graphics API is used
3. Build the Player
4. Execute the following command in the Builds\DX11 folder - "ForceD3D12Crash.exe -force-d3d12"
Expected results: The Player build starts normally
Actual results: The Player build either freezes on launch or crashes
Reproducible with: 2019.4.27f1(7.6.0), 2020.3.11f1(10.5.0), 2021.1.9f1(11.0.0), 2021.2.0a19(12.0.0)
Could not test with: 2018.4.35f1(HDRP was in early preview)

Fixed in - 2021.2.0b1 and HDRP 12.0.0
