[HDRP][DXR] Ray-traced Screen Space Reflections have flickering black artifacts in Game view when Performance Mode is used
How to reproduce:
1. Open the attached project named "naboo_starfighter.zip"
2. Open Bugreport Scene
3. Enter Play mode
4. Observe the Game view
Expected result: The Scene is rendered properly with no visible artifacts
Actual result: The Scene is rendered with flickering black square artifacts
Reproducible with: 2020.2.0a13(9.0.0-preview.28, 10.0.0-preview.1)
Not reproducible with: 2020.1.0b10(8.1.0), 2020.2.0a13(9.0.0-preview.13)
Could not test with: 2018.4.23f1(DXR was not yet available), 2019.3.15f1(Couldn't downgrade the project due to materials breaking)
Notes:
1. Appears to be a package regression as the issue is not reproducible with 2020.2.a13 when 9.0.0-preview.13 is used but becomes present when switching to newer HDRP versions from git
