Steps to Repro:
1. Create a new Project in HDRP Template
Expected Result: Project should be open without any exception
Actual Result: "Assertion failed on expression" exception thrown on creating new Project in HDRP Template
Reproducible on: 2020.2.0a15 with 8.1.0
Working fine on: 2020.2.0a14, 2020.1.0b13, 2019.4.0f1
Environment: Windows 10 with AMD Radeon R9 200 Series
Stack trace
Assertion failed on expression: 'pos == inputBuffer.size()'
UnityEngine.GUIUtility:ProcessEvent (int,intptr,bool&)
