[HDRP] ArgumentNullException on upgrading the HDRP package to latest version
Steps To Reproduce:
1. Create a new Project with HDRP template
2. Package Manager > HDRP > Upgrade to 9.0.0
Expected Result: Packages are upgraded without any errors
Observed Result: ArgumentNullException error is thrown in the console
Note: This issue only once when the package is upgraded for the first time
Reproducible On: 2020.2.0a11
Not Reproducible On: 2020.2.0a10, 2020.1.0b8

Resolution Note (fix version 9.0.0-preview.13):
Base HDRP version of the template has been updated to 8.1.0 since 2020.2a12, and the issue is no more reproductible at this point when upgrading package to 9.0.0-preview.13
