[HDRP] An error is thrown when Reseting All Project and Scene High Definition Material Keywords
Steps to reproduce:
1. Open the attached project "Case_1176838"
2. Navigate to Edit -> Render Pipeline and press "Reset All Project and Scene High Definition Material Keywords"
3. Notice the error in the console "ArgumentException: Cannot open scene with path "Packages/com.unity.render-pipelines.high-definition/Tests/Runtime/Scenes/0010_Volumes.unity"."
Expected results: No errors are thrown when upgrading High Definition Material Keywords
Actual results: An error is thrown when Resetting All Project and Scene High Definition Material Keywords
Reproducible with: 2019.1.14f1(5.16.1 - preview), 2019.2.3f1(6.9.1), 2019.3.0b1(7.0.1)
Not Reproducible with: 2018.4.8f1(4.10.0-preview),
